To make a DIY Cindy Lou Who costume, you will need:
- A red and white striped dress (or a red or white dress and white tights)
- A red cloak (or a red scarf)
- A white hat (or a white beanie)
- White socks
- Black shoes
- Fake pigtails (or you can braid your own hair)
- White makeup (optional)
- Red lipstick (optional)
To assemble the costume:
- Put on the dress and tights.
