To make a DIY adult tutu, you will need:
- Tulle (10-20 yards)
- Elastic waistband (2-3 inches wide)
- Sewing machine (optional)
- Scissors
- Measuring tape
Instructions:
- Cut a piece of elastic to your waist size.
